本稿は,就学も就労もしておらず,社会とかかわりを持たない若者に対し,スウェーデン北部の自治体が地域の利害関係者との協力関係を活かして実践した支援事業について,筆者が2012年3月に現地調査を行った結果を概括したものである。スウェーデンでは,積極的労働市場政策のもと,失業者に対し,就労や就学のための様々な施策が講じられている。とりわけ同国では,他のEU諸国に比べ,若年者の失業率が一般の失業率に比べて高い傾向にあるため,学校から社会への移行期に置かれている若者への支援が熱心に行われている。同国北部に位置するノールボッテン県のピーテオ市及びヴェスデルボッテン県のシュレフティオ市において,2008年8月から2010年8月まで実施されたプロジェクト “Kompare” では,多くの移行期にある若者が,解決志向アプローチ(Solution Focused Approach)にもとづいた方法により,自らの将来に向けた課題を設定し,自立して行動することができるように促されている。また,自治体によって設定された地域社会の雇用主や福祉担当主と直接交流できる機会を積極的に利用することにより,若者が自らを取り巻く労働市場や地域社会の情勢を理解し始め,最終的に自らの人生にとって最も望ましい進路を選択していくようになったことが報告されている。
Description Alternative
This paper illustrates some practices of empowering youth in transition in Norrbotten, North Sweden, which were led by local municipalities in collaboration with other stakeholders in their communities, looking through author's short research visit conducted from late February to early March in 2012. In Sweden, under the active labour market policy, those who have lost their jobs are being strongly encouraged to find another job through taking part in appropriate training and/or learning opportunities, rather than just receiving unemployment insurance. Since the youth unemployment rate is relatively high in Sweden compared to other European countries, and furthermore, the local youth unemployment rate in North Sweden is slightly higher than the average rate, a number of effective programmes have been introduced especially for young people aged from 16-30 who are not able to find an appropriate way to live in society by themselves in this region. The two-year project called "Kompare" (2008-2010) was focussed on, which was directed by the municipalities of Piteå in Norrbotten and Skellefteå in Västerbotten, together with local associations for enterprises. The individual was supposed to create an individual action plan by themselves together with a coach in order to reach their set-up goals connected to work or education. The project was based on a solution focused approach, and throughout the project, various learning and training opportunities were offered to young people, including meetings with representatives from local companies. Through the results of the individual interviews conducted by the author, it was reported that most participants who had completed the project seemed to understand themselves more deeply, as well as to understand the demand of the labour market so that they could move on with their lives more favourably than before by accepting realities as it is in various respects.
