大学入学共通テストの政策過程に関する一考察

本稿の目的は，大学入学共通テストにおける記述式問題の導入に関する議論を整理することで，制度設計の政策過程における問題点を明らかにすることである。共通テストの導入について，議論が行われた審議会を分析対象として，記述式問題に関する議論を整理して検討した。その結果，記述式問題の導入に関する制度設計の過程について，検討が必要となる事項の議論を先送りにしていること，議論および検証が不十分なまま記述式問題の導入に関する対応案が採用されていることが明らかになった。

The purpose of this paper is to clarify the problems in the Policy-Making Process of the Common Test for University Admissions by analyzing a discussion about the introduction of the descriptive questions. As a method, I analyzed the minutes of the council about the Common Test for University Admissions.
The following points became clear because of the analysis. 1. Though discussions are necessary, the councils postponed the discussion. 2. The councils decided on the plan about the introduction of the descriptive questions although both the discussion and the investigation had been insufficient.
