Environment and organizational behavior on the sports club in community settings : Focused on the relationship between adaptive and organizational commitment

The Ministry of Education hammer out a new policy of sports promotion in 1995. In this year， the six districts were granted a bounty to enhance sports activity and to support formation of sports club in the community by the educational authorities. The bounty program is an undertaking extending over three years，the six districts that had been granted a bounty since 1995 finished the bounty program in 1997. The six districts are faced with some problems that are to raise funds for operating club and to enhance members adherence. The fund-raising is a serious problem particularly in each sports club of the community.
The purpose of this study were to examine the organizational behavior which is focused on the relationship between adaptive behavior and organizational commitment in the club commitee and to discuss the issues and the strategies encouraging sports clubs and sports systems in the community settings. The study consists of two sets of data. First, qualitative data were acquired through interviews with administrative officials in six district that were granted a bounty. Second， quantitative data were collected from a questionnaire survey of sports club members in the district of the six. The questionnaires were conducted by perposive selection and 151 effective samples were acquired.
The major findings are summarized as follows: (1) The most serious problem is to gather funds to operate the club in the six districts. In a few districts which are established the autonomous organization for operating the club by its members， sports programs are being carried on the community. (2) The improvements for the club operation that were acquired from questionnaire survey of the sports club members were to keep places and facilities for sports activities and to train leaders and instructors of sports progrems. (3) The intentions of cooperating the club management of the members were low generally. The club members who are low organizational commitment relatively have a tendency to do so. These results indicated that club management in community has to establish autonomous organization based on positive participation and commitment of the club members.
