パネルデータによる家計電力需要関数の推定

本稿では沖縄電力を除く電力会社9社の管内を対象として、2000年から2015年のパネルデータによる家計の電力需要関数を計測する。電力需要の価格弾力性と価格交差弾力性は先行研究と似たような結果が得られた。しかし、電力需要の所得効果と人口効果については、電力需要と全く無相関という先行研究と全く異なった結果が得られた。このような違いは推定の期間によるものであるが、電力政策は経済状況や人口状態の変化に基づいて立案すべきで、本稿はこのような変化に実証的なエビデンスを提供する。

In this paper, we measure household electricity demand functions using panel data from 2000 to 2015 for the nine Japanese electric power companies, excluding Okinawa Electric Power Company. We find that the price elasticity of electricity demand and the cross-price elasticity of electricity demand are similar to previous studies. However, the results for the income and population effects of electricity demand are quite different from those of previous studies, the income and population effects of electricity demand are completely uncorrelated with electricity demand in this paper. Although these differences are due to the period of the estimation, electricity policy should be formulated based on changes in current economic and population conditions, and this paper provides empirical evidence for such changes.
